Policy Research has assembled
an exceptional team of senior
statisticians, survey methodologists,
researchers, and technical staff
with outstanding qualifications
and experience. Our team provides
exemplary understanding of public
and private sector health, welfare,
and education programs as well
as extensive knowledge of quantitative
and qualitative research methods.
Insight
staff holds substantive knowledge
and experience in data collection,
survey design, survey sampling
and estimation, data analysis,
program evaluation, and report
writing and presentation. Further,
we have established a national
network of recognized consultants
to provide assistance in specific
subject matter areas as needed.
In this section, we describe the
key qualifications of the principals
of our organization.
Anne
C. Peterson, Principal,
has specialized in the design
and analysis of large scale program
evaluations for over seventeen
years. Her research expertise
includes the design and implementation
of process evaluations, impact
evaluations, experimental designs,
demonstration projects and large
scale surveys. She has worked
with numerous populations including
health care providers, business
establishments, farms, families
and households. She has directed
a broad range of surveys including
list and area frame surveys, random-digit-dialed
surveys, customer satisfaction
surveys, and establishment surveys.
She was instrumental in the design
and conduct of large scale national
surveys such as the National Sample
Survey of Registered Nurses, the
National Health Interview Survey,
the National Alcohol Policy Study,
the Current Population Survey,
the National Longitudinal Alcohol
Epidemiologic Survey, the Vermont
Family Health Insurance Study,
the Adult Literacy Survey, and
numerous others. She also directed
several components of the 2004
U.S. Census of Agriculture and
the 2000 Decennial Census.
She
is currently responsible for directing
the evaluation of major government
programs such as the Nursing Scholarship
Program, the Nursing Education
Loan Repayment Program, and the
National Health Service Corps.
Her past program evaluation experience
includes assessments of the Summer
Food Service Program, the Temporary
Assistance to Needy Families (TANF)
Program, Second Harvest Food Bank
Network, the State Children’s
Health Insurance Program (SCHIP),
the PBS Ready-to-Learn Program,
the Effects of the Vermont Mental
Health and Substance Abuse Parity
Act, and the Washington State
Perinatal Partnership Against
Domestic Violence Training Program.
Her
expertise includes designing and
conducting complex studies and
synthesizing data from multiple
sources into high-level reports
and policy and issue briefs. She
has received wide acclaim from
clients such as the Health Resources
and Services Administration, the
Social Security Administration,
the Centers for Medicare and Medicaid
Services and the U.S. Bureau of
the Census. She currently serves
on the Washington Statistical
Society and has received top-level
awards for her outstanding leadership
and statistical skills.
Bryan
K. Johnson, Principal,
is a senior policy researcher
with twenty years experience in
health, education, and welfare
based research and evaluation.
Mr. Johnson is a recognized expert
in program evaluation with a track
record of success working with
federal and state agencies, foundations,
and non-profit organizations.
Mr. Johnson brings a wealth of
experience and knowledge in strategic
management, financial and policy
analysis, performance management,
legal and regulatory analysis,
and data presentation and dissemination.
Mr. Johnson’s topic areas
of expertise include health workforce,
health services delivery, access
to care, behavioral health, health
disparities, and care for vulnerable
and at-risk populations.
Mr. Johnson has extensive experience
in the public and private sector,
having held senior level positions
in the Robert Wood Johnson Foundation,
the Health Resources and Services
Administration (HSRA), the Centers
for Medicare and Medicaid Services,
and the United States Senate.
In his current capacity, Mr. Johnson
has led evaluations on prenatal
substance abuse and domestic violence
screening for the Washington State
Department of Health, analysis
and redesign of the performance
management system for HRSA, and
an assessment of outreach efforts
to persons of limited English
proficiency for the Social Security
Administration. In the past, Mr.
Johnson directed efforts such
as the policy for the national
Vaccine Injury Compensation Program
and the evaluation of all Title
VII and VIII grant programs within
the HRSA Bureau of Health Professions.
Mr.
Johnson has led the development
of evaluations and presentations
to a variety of audiences including
the United States Congress; federal
health and education agencies;
state and local officials; national
and regional health and education
associations; advisory bodies;
and expert councils. Mr. Johnson
has received numerous awards and
recognitions for his outstanding
evaluation, analysis, and presentation
skills.
Claire Wilson, Executive Director
of Programs,
is a Senior Researcher
and Social Psychologist with extensive
expertise in survey measurement
and design, multi-mode instrument
development and qualitative research
methods. She has over ten years
of research experience in health
and education policy and has directed
projects for federal and state agencies,
national boards, national and regional
associations and non-profit organizations.
Her extensive client list includes
the National Institutes of Mental
Health, The U.S. Department of Education,
The Department of Labor, The Centers
for Medicare and Medicaid Services,
and the National Science Foundation.
Dr.
Wilson is a recognized expert
in the design and conduct of multi-mode
quantitative studies, having directed
the development and implementation
of a multitude of large-scale
national surveys using mail, telephone,
Web and/or in-person data collection.
Her expertise includes developing
optimal data collection strategies
for enhancing data quality and
optimizing response rates in the
most cost-effective manner. Dr.
Wilson’s project management
experience includes many national
evaluations with complex research
designs, including the National
Survey of Recent College Graduates,
the National Evaluation of the
21st Century Community Learning
Centers program, the National
Evaluation of Upward Bound third
follow-up and the Survey and Evaluation
of New Medicare Members of Medicare
plus Choice Plans.
Dr.
Wilson is a highly experienced
and knowledgeable focus group
moderator, having facilitated
numerous discussion groups with
physicians, nurses, allied health
professionals, educators, beneficiaries,
and consumers on a wide variety
of topics. In addition, she has
conducted a wide range of in-depth
executive interviews across the
U.S.
In
addition to her extensive data
collection experience, Dr. Wilson
is adept at summarizing both qualitative
and complex survey data and writing
high-quality resultant reports.
Her project leadership and publications
have earned accolades from clients,
colleagues and consumers. Dr.
Wilson is a member of the American
Association for Public Opinion
Research and the American Psychological
Association and frequently presents
the results of her research at
national conferences.
Sara
H. Bausch, Director of Research
and Evaluation,
is
a senior social policy analyst with
extensive professional health and
welfare policy research experience,
particularly that involving vulnerable
populations such as low-income families
and children living in underserved
communities, the uninsured, seniors,
and the disabled. She was instrumental
in the design and evaluation of
HRSA’s National Health Service
Corps and the National Nurse Service
Corps, both designed to improve
access to quality health care for
persons living in underserved areas.
She has designed and directed a
wide range of program evaluations
using both qualitative and quantitative
methods. Her data collection expertise
includes case studies, data abstractions,
surveys, semi-structured interviews,
and discussion groups. Ms. Bausch
has worked with diverse populations
as parents of disabled children,
owners of alcohol retailing establishments,
small business owners, physicians
and nurses, and the general public.
She has extensive experience in
the analysis and compilation of
data from multiple sources, and
has led the development of numerous
national policy relevant reports
for government agencies such as
HRSA, SSA and the U.S. Congress.
Ms.
Bausch is also a highly skilled
trainer and manager with experience
training and managing field staff
for large–scale survey projects.
Prior to joining Insight, Ms.
Bausch held positions at Mathematica
Policy Research and the Project
Hope Center for Health Affairs.

Insight has a highly experienced
staff in a multitude of areas. Our
research staff includes experts
in conducting establishment surveys,
health care provider surveys, focus
groups, discussion groups, and semi-structured
interviews.
Additional Staff
Insight supplements
its staff with a network of on-call
employees and national and international
