Meet the Staff

Eileen Foley, Senior Study Director

Eileen brings 30 years of experience designing and managing evaluations for Federal and State government, foundations, and nonprofit clients.  She is proficient in synthesizing research and in conducting mixed-methods studies.  Areas of expertise include descriptive and inferential statistics and hierarchical modeling, content analysis, and individual interview and focus group methods, using specialized quantitative and qualitative software.  Eileen has extensive experience using case study methods to address research questions in ways that are meaningful and useful to stakeholders.

Eileen’s work includes studies of means for intermediary organizations to support philanthropy, school engagement, adult education, comparative studies to improve school performance, youth performance evaluation, and identification of collaborative best practices.  For more than 10 years, she directed the research component of a R&D collaborative of 20 colleges in 10 universities.  Eileen has taught courses in education policy at Columbia University’s Teachers College and courses in social science research methods at the Fordham University Graduate School of Social Service.  She earned a Ph.D. from Columbia University’s Program in the Politics of Education and master's and bachelor's degrees in psychology from St. John’s University.

Benjamin E. Moulton, Senior Consultant Lead, Programming and Information

Benjamin E. MoultonBenjamin is proficient in large-scale, complex survey analysis, secondary data analysis and market segmentation. He is a leading expert in statistical methods in the areas of multivariate imputation, multivariate analysis, categorical data analysis, regression analysis, hypothesis testing, statistical graphics and data exploration techniques, and time series analysis.

He is also an expert in GIS and mapping software. Ben has an extensive working knowledge of relational database management systems. Ben has also designed and developed custom software and complicated database analytic routines that involve merging data from multiple sources, identifying duplicate records, cleaning, editing and imputation, and analyzing complex survey data.

Brian Estes, Senior Researcher

Brian is a skilled qualitative researcher with a thorough knowledge of program evaluation and research design.  He has substantive experience coding and analyzing data obtained from key informant interviews, focus groups, and site visits.  He holds extensive experience working with a number of populations, including health professionals, State and Federal grantees, military personnel, and youth.  

Before joining Insight, Brian was employed as a research analyst at Westat, where he provided technical assistance and helped implement evaluations of programs sponsored by the National Science Foundation, National Institutes of Health, Centers for Disease Control and Prevention, and National Institute of Standards and Technology.  His most recent work includes an analysis of teacher incentive funds, Science, Technology, Engineering, and Mathematics (STEM) education efforts, and public health initiatives.

Dar Haddix, Senior Researcher

Dar is an accomplished research analyst, technical writer, and editor. She has extensive experience conducting in-depth analysis and evaluations of State and Federal grantee effectiveness. Her portfolio of work includes analysis of issues related to autism and developmental disabilities, drinking and driving, and child nutrition assistance.

Previously, she held editorial positions at both a national newswire and trade publications. In these capacities, she reviewed a broad variety of sources including trade data, legal and regulatory publications, government reports, congressional bills and reports, corporate financial statements, academic journals, and scientific studies in the development of communication-based materials and publications.

Brittany McGill, Senior Researcher

Brittany McGillBrittany has led many large-scale program evaluations. Her research interests and expertise include racial and ethnic differences in ADHD diagnosis and symptoms; screening and diagnosis for autism and related developmental disabilities; parenting behaviors and the relationship of the parent with his or her child; and trends in marriage, divorce, cohabitation, fertility, contraceptive use, and reproductive health and behaviors.

Prior to joining Insight, she was employed with the Maryland Population Research Center and Mathematica Policy Research. Brittany was an Emerging Leaders Program fellow for the U.S. Department of Health and Human Services, serving in the Office of Planning, Research, and Evaluation at the Administration for Children and Families, the National Center for Birth Defects and Developmental Disabilities, Child Development Studies Team at the Centers for Disease Control and Prevention, and the National Institute for Child Health and Human Development.

Alexandra Suchman, Senior Researcher

Alexandra SuchmanAlexandra has extensive experience analyzing health and nutrition policy and program changes, designing program evaluations, and providing technical assistance to State and educational grantees. Alex has designed and conducted numerous studies comparing state policies and programs in the areas of disability, health, employment, youth-in-transition, and long-term care.

She has substantive experience tracking State responses to changes in Federal laws and policies, and providing technical assistance to States regarding compliance with such Federal changes. Previously, she worked as a policy analyst at the National Association for State Medicaid Directors' Center for Workers with Disabilities, which provides technical assistance for State Medicaid Infrastructure Grants.

Betsy Thorn, Senior Researcher

Betsy ThornBetsy is a sociologist with expertise in both quantitative and qualitative research methods. She is an accomplished SAS programmer and database developer, and has worked extensively with large national data files, including the American Time Use Survey and the National Survey of Family Growth.

A gifted speaker and writer, Betsy has taught undergraduate classes at the University of Maryland, and served as a reviewer and editor for several peer-reviewed publications in sociology, including the American Journal of Sociology and the Encyclopedia of Sociology.

Catharine Warner-Griffin, Senior Researcher

Catharine holds expertise in social and policy issues concerning gender, health, poverty, and education.  She is a sociologist by training with considerable experience in both quantitative and qualitative research methods.  She has substantive experience in the areas of women’s health, health care administration, and delivery systems.  She works often with nationally representative samples and data, including the Early Childhood Longitudinal Survey and the Survey for Income and Program Participation.  She has published results with this data in peer-reviewed journals, including the Journal of Health and Social Behavior. 

A dedicated researcher, Catharine's most recent in-depth interviewing project was published in the peer-reviewed journal Sociological Forum.  She has also taught undergraduate classes at the University of Maryland and served as a reviewer for several peer-reviewed sociology publications, including the Journal of Marriage and Family.
